Prepay Auditor cannot Change Business Purpose in Fluid Approvals

Hello! We are using Image 38 to review Fluid Expense Details page as our Prepay Auditor and we noticed they are not able to change the Business Purpose on the Header page. I have attached our privilege template for this user. Do we have this set up correctly to be able to modify the Business Purpose.
