R897869SC rejecting because missing phone number

R897869SC rejecting because it is missing a phone number. We've never had this problem before and cannot find where to put a phone number. The error is Line 1 Record Type RA: Contact Phone Number is a required field.

I created an entry in UDC 07Y/EC in case that was our problem but either I did it incorrectly or that is not what I needed to do. I've attached a screenshot of the 07Y/EC.
