Autoupgrade fails with error during JobRulesValidator.process

Hello:

I could not find a solution to the problem I am facing when using autoupgrade tool to upgrade my database to 19c. It connects to the database and then fails with the following error:

ERROR Errors while connected to DB, edssorcl - JobRulesValidator.process

I have been working with Oracle support for a couple of weeks now but haven't gotten any solution; hoping someone from the community will be able to help.
