UK Payroll: Generic Upgrade Mechanism Single Latest Balance Table Upgrade - Should we run it?

Oracle EBS HCM version 12.1.3 RUP12 (soon to be RUP13)

We haven't run the single latest balance table upgrade because there seems to be some confusion as to whether it's actually required. Please can anyone advise on this and let us know what the benefits are. Is it likely to cause us any issues if we do it now?
