Can changes in BI Publisher catalogs changes windows security permissions

We are seeing windows server folder permissions being wiped out occasionally for no apparent reason. Can changes in the catalog security inside BI Publisher cause these permissions to be wiped out? We are on BI Publisher 12.2.1.3.0 running on Windows Server 2012 R2.
