Best way to move historical learning maintained outside of PeopleSoft into ELM

Our current ELM application is at 9.2 Image 20/PT8.57.09. We have a few agencies that have maintained learning outside of Peoplesoft but now would like to import this data into ELM to appear on rosters. This data will be loaded from spreadsheets.

Is there a recommended best approach to load this data in PeopleSoft ELM?
