Effective Date issue when cloning activity guide templates in onboarding which impacts documents.

PS HRMS 9.2, pum 35. When cloning an existing onboarding template, I selected the effective dated row of newest row to copy. After making changes to the Template, I go to the HR Administrator -Onboarding-Configure Documents, I locate an existing document and select the Templates tab to assign the activity guide templates. Documents that have an earlier effective date then the cloned template do not bring the new template up on the template list when trying to assign the template to the document. Newer effective documents will allow the template to be assigned. Need some assistance on how to correct the issue.
