em13.3 to 13.4 silent upgrade fails on EMGCInstallUpdatesInfoOnNext

Linux64 Centos7

Currently running OMS 13.3. Downloaded 13.4 RU7 patch. Need to upgrade to 13.4. OEM repo running 19c. Attempting to run silent install with skip updates and no metalink login, but the silent install appears to fail trying to login, even though I have commented out all the security/software updates per this document:


install log ends with:

EMGCInputValidation:validated:ERROR: The xml document is null...

ERROR: null

ERROR: null
