Can BSSV be used to invoke an existing report?

This is regarding an integration requirement for JDE with SAP.

Client Requirement: Use JDE Web Services to create SO header. They already have a custom program in JDE that performs this operation by reading a .csv input file from a different third party system. The Client now wants to use BSSV to do the same in real-time with SAP.

The catch: For configured items, this report cuts off at SO header creation. Configurations are added later on either manually or using another third-party tool. For other items, this report creates a header and detail from the information in the .csv file.
