Over receipt

Is it possible to check for over receipt during delivery on standard receipt?

For e.g. Purchase Order Qty : 100, Over receipt tolerance : 15% on Receiving controls of the PO.

Is it possible to get this pop up show up during Receiving transactions instead of Receipt step?

The reason is, here we do receipt to mark that item is at the receiving dock. Receiver doesn't open up the box/carton/pallet at this stage, so they don't know if they have 100 in it or 105 in it. Its only during the Delivery (Receiving transactions) step that they will know they received an extra 5. What I found is that if they don't indicate 105 during Receipts step, they cant deliver 105 during Delivery(Receiving transaction) even though tolerance allows it.
