Is apply instance failover automatic in 12.1 ?

In 12.1, is apply instance fail-over automatic ? For example, if the apply instance crashes, will the log apply services automatically fail over to the available instance in RAC standby? Or, do we need set ApplyInstanceTimeout, irrespective of whether PreferredApplyInstance is set or not ?
