UTL_HTTP to send mail

Hello all,

OS is RHEL 7

DB 19c

I will apologies up front if my question is missing information. I was asked by our windows development team if the package UTL_HTTP can used to make a call to the web server to send emails. The goal is to move away from SMTP on the oracle servers and instead use this service to send emails which would have the bonus of being signed."

Any assistance would be great even just sites that might give me some pointers.
