COST_GROUP_ID null on MTL_CYCLE_COUNT_ENTRIES for WMS enabled organization

For a WMS enabled warehouse organization, upon utilizing "Generate cycle count requests" concurrent program to generate cycle count entries there are instances where the COST_GROUP_ID column is populated and instances where it is not populated. I've not been able to clearly identify the instances where it is NULL. Could anyone provide clarification?
