Is there any additional cost to use iSetup?

We have Oracle Financials, Distributions, Flow and Discrete manufacturing and Supply Chain planning implemented. We would like to explore if we can make use of iSetup to copy configurations from SIT to UAT/Production instance. Is there any additional cost to use iSetup or it is like workflow module that we can use it whenever we need?
