How to approve a release if we want to change a promised date?

Platform: SunOS 8


We get the following error. Note that we cannot update EBS or apply any further patchsets to PO.

"Item is restricted and the supplier is not on the Approved Supplier List, or the supplier status assigned to this supplier does not allow PO approval."
