ACA - MEC Employee Offer Count

We are in the process of testing ACA patches from both images 36 and 37.

After running the ACA Data Extract (with extract option of ‘Extract All Transmittal Data) and view the ALE Employer Transmittal Data, the MEC Employee Offer Counts are considerably lower than in years past. 

If I am not mistaken, the MEC Employee Offer Counts are based on the statuses of ‘A - Always Eligible’ or ‘E – Eligible’ from the ACA Employee Eligibility page and enrolled in MEC and Minimal Value coverage.

Since most of our employee population meets the criteria outlined above, we are confused as to why the MEC Employee Offer Counts shown above are so low.
