What are the detailed steps to deploy Database Plugin EM 13.3.2.0.0 on EM 13c 13.3.0.0.0?

We use EM 13c 13.3.0.0.0 and know that we need to update our plugin to EM 13.3.2.0.0 to use the new JET UI features to replace Adobe Flash Player, which has gone away as of 1/12/2021. We also recently learned we need to do this so we can then target several new Oracle 19c databases on our EM 13c, according to Doc ID 2541711.1.

Our primary question is: what are the exact, detailed steps we should go through to deploy the following 'opar' file on our EM 13c so that the new JET feature will be available?

13.3.2.0.0_oracle.sysman.db_2000_0.zip (.opar)

First of all, is this the right plugin above that once deployed will provide the new JET Feature and enable EM13c to target 19c Databases?
