OTM allows merging of two shipment even when the merged shipment get overweight

OTM does not check when merging two shipments if the merged shipment will become overweight. For example if shipment 1 is 40000 lbs and shipment 2 is 42000 lbs. On merging the shipment weight becomes 82000 lbs. OTM does not stop users when performing this action.
