How to Enable Update/Delete Actions in the Attachments Actions Menu for Documents of Record

Greetings.
We are on Ebusiness Version 12.2.8
In the Documents of Record screen in HRMS, when searching for any employee and the results of his/her documents of records appear , each Document record has the attached files to it , when clicking on the attachment icon (the Supporting Documents column) ..it shows in a popup a table that contains the actual files names (like pdf files for instance) and there is a column in that table called "Action" with a small arrow icon , when clicking on it it shows you the different actions you can do on that attached file (Update, Delete, Publish , etc.) ...
