Self-Service Time Entry and Leave balances

Hello,
we currently have some employees using SSTE to input their time. But I am looking to see if we can add leave tracking for their vacation time taken and available. We haven't used leave for anything previously. I have followed through the How To Set Up Leave Balance Verification at Time Entry (Doc ID 1593024.1) and the Setting up Global Leave Admin document.
I have setup a pay type to be Leave Tracking, an accrual DBA, setup the leave group, leave type, leave verification rules, etc. The issues I'm running into are 1) The P053020 Paid Time Off Inquiry does not show any values. 2) The employee SSTE screen P051128 shows the Leave Balance Inquiry option but it is not active.
