s_forms_launch_method restting back from jws to browser after autoconfig

After upgrading the database to 19c for EBS 12.1.3, everything is working fine except for we are unable to modify the s_java_launch_method parameter to JWS. It is getting reset after autoconfig run.


Please note that we are facing exactly the issue mentioned in below doc but our ebs version is 12.1.3 with db 19c 19.9.

Please check the CAUSE mentioned in this doc 2335949.1.


As per note 2335949.1 this patch 25380324 is for EBS 12.2 version but our EBS version is 12.1.3 with DB 19c 19.9.
