13c Upgrade gives error that agents need to be upgraded before EM upgrade

Hello-

I am upgrading EM 12.1.0.4 to 13.4 and am having difficulty with getting an error message right after the page where you put in the credentials for sys and sysman. I get the expected pop-up about MDA certificate. Then I get a warning saying that the agent is running on the server where OEM is installed. It isn't. I hit ok, then it gives me a list (see below) of all the agents and says these agents are not compatible with the upgrade and need to be upgraded first.

First most documents I have found online have shown to upgrade the agents using the newly upgraded EM console. Secondly I can't find anywhere or any instructions about doing a standalone upgrade of the agents prior to upgrading the EM itself. So I"m in a catch 22 loop where I can't go farther with the upgrade without upgrading the agents and I can't upgrade the agents. I shutdown all the agents thinking perhaps that would get me past this error but it did not.
