Blank SSNs for 1098Ts passing validation

Good evening!

Just had a quick question, so it seems that when processing 1098ts blank SSN's are passing validation within peoplesoft CS. My question is, is there a way to prevent Blank SSN's from passing validation or would this be a customization that would need to be done. Thank you so much.
