Are Oracle Diagnostics and Tuning Pack funcionalities available through OEM Database Express?

Dear all,

I have just installed Oracle Real Application Clusters 19.3, then I verified the init param CONTROL_MANAGEMENT_PACK_ACCESS is set to DIAGNOSTIC+TUNING. Now I am trying to use the related functionalities via Oracle Enterprise Manager Database Express, but I cannot find any useful buttons/links.

Should I necessarily use Oracle Enterprise Manager Cloud Control to "graphically" benefit from those functionalities?
