PO not visible in LCM Pre-Receiving Org when i try to create a shipment (EBS R12.2.9)

I copied an org from another one, and i checked the LCM enable check box and pre-receiving check box,

When i create a PO, with 2 way matching, and matching with Receipt and with same location with LCM Org and when it comes to create the shipment and shipment line, i do not see my PO.

When i go to Receiving in Purchasing, I can see my PO, it seems that i can receive it direclty in Purchasing without creating a shipment in LCM.

What can be the problem?
