is there any version problem of BI Publisher when i developed a customize report?

Hi, I use Microsoft office 2016 of 64 bit and BI Publisher version 12.213.00.0 Our product Oracle EBS version 12.2.9. when I customize any report for oracle EBS that time report doesn't run but the fusion cloud runs successfully. Can you help me by given proper guide line.
