Scaling of the graphs in ASH Analytics

Running 13.4 RU4. How does OEM determine the scale on the y-axis for the ASH Analytics graphs? The red line is at 56, however we have only 14 cores active on each Exadata node and the activity in the graph is currently only a few pixels high.

Is it possible to change the scaling factor?
