Can I use the OEM database template written for 19.5 in a 19.3 database?

I am working to install OEM 13cR4 on a Windows 2019 virtual server. I have installed Oracle Database EE 19.3.0.0.0 on it and applied release update 19.9.0.0.201020. I downloaded 19.5.0.0_Database_Template_for_EM13_4_0_0_0_Win.zip for use in creating the OEM repository database. Oracle Server 19.3 is the highest database server release available for Windows x64. The webpage where you download the template includes the statement, "The 13.4.0.0.0 DB templates are only for 18.6 and 19.5 version of DB with configuration type Single Instance (SI) and Pluggable Database (PDB)." Am I able to use the template written for the 19.5 version of the DB in
