PSPCKSGL_S_LINE fetching lowest Employee Record instead of the Primary Job

We are on PUM34, PS 9.2 and Tools 8.56

Is anyone familiar with what is the supporting Business logic around PSPCKSGL_S_LINE SQL fetching the lowest of EMPL_RCD ASC order for Pay check entry instead of the EMPL_RCD of the Primary job? I did not find a pointer towards the reason behind this ORDER BY clause in the SQL, but all knowledge articles only mention that Pay check record will have the lowest of the EMPL_RCDs for employees with multiple jobs under a single check setup.
