EBS R12 REP-0788: Warning: The value of restricted LOV parameter is not among the selectable values.

When attempting to run a concurrent request in Oracle EBS R12 AR, I am recieving the error in the log that reads 'REP-0788: Warning: The value of restricted LOV parameter P_YEAR is not among the selectable values.

I have updated the value set to include the new year in EBS, and I have also added the values to the report LOV. The value I am attempting to select has been added to both. My value list size is correct in both EBS and the form builder. The data for which the concurrent request is attempting to pull is also present in our database. I've defaulted the value for P_YEAR to be the desired parameter (2021), and I have also tested without setting a default value. I have checked and unchecked the 'Restrict List to Predetermined Values' box
