Version presence of _GRANT_SECURE_ROLE

Apparently there is an update - patch 19550902 - that is meant to solve a problem where the parameter _GRANT_SECURE_ROLE doesn't work precisely as expected in certain versions of Unix-based Oracle Database. As best as can be told, this update is tailored toward versions 11 and 12 of Oracle Database - however, we are using version 19. The update's identifier doesn't appear in OPatch's inventory manifest, and while our database's behavior as regarding role-awarding roles doesn't do exactly what we wish, it's not entirely clear if the behavior has any relation with _GRANT_SECURE_ROLE (or any other parameter for that matter). Is this update included in version 19
