Members on the Collaboration Team on an RFQ with Full Access cannot award

Members on the Collaboration Team on an RFQ with Full Access do not have any award capabilities. Having "full access" shouldn't this be available to them? When a buyer is out of the office and another buyer manages that buyer's RFQs the only option is to Mass Update the RFQs when the out of office buyer comes back??
