How to reserve the item at the time of Order booking and not at the time of Order entry.

How to reserve the item at the time of Order booking and not at the time of Order entry.

This happens after I have changed the profile "'Reservation Time Fence' " some positive value.

Currently soon after Item is entered with schedule ship date and saved , Item gets reserved even though the order is in entered state. It is causing problems for our users.
