Upgrading oracle database 10.1 (Windows Server 2003 32bit) to 11.2(Windows Server 2019 64bit)

I want to upgrade my existing production server which have oracle database 10.1 32bit version on operating system windows server 2003 to oracle database 11.2 64bit using operating system windows server 2019. What is best way to do this. I want my all user UID will remain same. My development is base on UID.
