Spare Part Orders (CSP - ISOs) conversion

Hello,

We have got historical data of spare part orders. an somebody help with any conversion APIs or standard open interface programs. It goes like below

~ Creating part requirement headers

~ Creating part requirement lines

~ Converting them into Internal Sales orders with different statuses.

If conversion is not possible with APIs, then what is the feasible strategy to give an advice to business( like closing ISOs as much as possible before balckout period, Manually maintain in spread sheet during black out, Taking care of On-Hand inventory items conversion etc..)
