How to get the stop_id?

What is the alternate responsibility to get the stop_id for running wsh_stop_analyzer? Because ,Whenever I am trying to find the stop_id by following the steps provided in Doc ID 2380643. It is throwing "Function not belongs to this Responsibility. Please change the Responsibility or Contact System Administrator" Error in . Please Assist?

FYI: I tried this in test instance.
