Unable to configure HSS Repository

I have a new installation (11.2.4) on a set of new servers. The first time I tried to run the config utility, the Shared Services Repository configuration has the option to create a new repository grayed out. I do not have an existing one to connect to and cannot figure out how this happened. Any ideas or suggestions would be greatly appreciated.
