New User Role can't be selected in Manage User Access

Hi all,

I created a new User Role (LOGISTICS_ACCT_ULT) with the same setup as an existing one (LOGISTICS_ACCT), and I able to select this new role in Change User Role and that works fine.

However, I can't select the new User Role in Manage User Access, even though I can select the new Level of that same User Role.

Could it be a caching issue for which I need to restart OTM?

This is On Prem OTM 6.4.2 (201612071030), but I have seen the same issue on Cloud 20C
