Fixed or Capped Burden calculations

We are a government contract business, and we use PRICING to calculate our burdens for all of the cost rows (ACT) and we use the custom rate cards to calculate provisional and actual burdens (PRV, ACR). Our burdens are based on the PRODUCT value for we have different rates for each product (also known as burden) so we can have multiple contracts that use the same PRODUCT value to calculate the burdens. However, we have some contracts that can have a CAPPED rate for burdens, so if the PRV rate is 5.5% and the contract has a cap
