VM Console on new cluster

When I created a new cluster, and migrated hosts to it, I could not access the console of the VM, while it was in the new cluster. Once I had to shutdown everything, (power outage), the problem went away. (I could access VM consoles on both clusters.)

I've just added the start of a third cluster, and the problem is back.

Move host to new cluster. Select host and select 'Console, and then tell the browser to run the download, and Spice starts and quits in a second.
