Payables Invoice Workflow Spreadsheet not Updating

Tring to download a new payable invoice workflow template in Fusion 21A. Trying to load the workflow rules from the last upload template. I cannot get the update to work - it takes forever and just keeps running - locking my machine up. This is a simple workflow sheet 100 lines.

I am following the instruction tab. how do I make this work?
