Full Package Builds - When are they necessary and their impact.

I'm trying to get a better understanding of full package builds, and if they are necessary in certain situations and their impact.

Is a full package build necessary in these situations?

1. IT will always apply an ESU first to DV then build and deploy to other environments.
2. IT will always modify reports first in DV then build and deploy to other environments.

Basically IT will do all work in DV first, then build and deploy to other environments.

Will installing a full package build to a particular environment impact work-in-progress on that environment? For example, we have finance users configuring and testing "delinquency notices and fees" in one of our environments. Will a full package build cause this work to be lost? Could a full package build impact this work in any way?
