v19.0.005 VM - How to override RPAS_TODAY?

With the docker architecture for v19, how do I set an override for RPAS_TODAY?

Background - I am trying to build a new Dashboard, but it fails b/c it uses the current system date and my RPAS calendar does not extend into 2021.

There used to be an option to override the RPAS_TODAY used for the Dashboard build, but that one seems to have disappeared on v19.0.005.01.
