Is there a fixed width text file option for flat file input to R47002C - 850 PO inbound?

Just wondered if fixed width was an option for input to R47002C, as it is an option for output in the EDI outbound transactions. Comma and double-quote delimited it extremely limiting as much both characters are commonly contained in business data. This seems like 1960's technology...
