All Access Grant for All Users in 12.2 Key FF security

EBS GL R12.2.6

We have a number of ledgers and many Gl responsibilities.

We want all users to be able to create GL Key Accounting FF values.

Whats the easiest way to do this ?

Do we have to create a role with all access grants and then assign that to all users?

Is there an easier way ..?

I have seen MOS note:

b. Create an "all-value-sets, all-privileges, all-users" grant. < But grants are created against roles which are assigned to users..?

Is there a one step process to by pass all security ?
