Not able to restrict security in planning application

we are using standalone planning application coming to security for costcenter level access below screenshot the user need to have access from 2000 and below costcenters and he should not have access for 1000, 1301, 1302

costcenters, inorder to acheive this i have given none access for 1000,1301,1302 and from 2000 i gave read access , when i logged in with user credentials and checked in one of the report though he do not has access to 1000,1301,1302 he can view these costcenters but the only thing is he cannot see the data for 1000,1301,1302 costcenters since i gave none access, can anyone give me alternative approach for this to achieve and also can we give bulk security rather than applying security for each member ,and also any document would be helpful
