Timezone did not upgrade after 12c upgrade to 19c

in High Availability Data Guard, Sharding and Global Data Services (MOSC) 11 commentsAnswered

I used autoupgrade to upgrade database from 12.2.0.1 to 19.0.0 and picked option

upg1.timezone_upg=yes

After upgrade is successfully completes, I checked timezone version still 26

select * from v$timezone_file;

FILE_NAME VERSION CON_ID

timezlrg_26.dat 26 0

Can Somebody Please tell me what it is not upgraded to 32
