Time conflict check being skipped

Good Morning,

I have had a few reports of students being able to get into time conflicting classes in one of the following situations:

1) Student was on the wait list for the class. The auto enroll function tried to put them in but was stopped by the time conflict. Later, the student got a class permission to override the closed class and was able to get in. The actual registration happened during the open enrollment period after the semester started, the wait list process had been stopped, and all students had been dropped from all wait lists.

2) Student was on the wait list for the class. The auto enroll function tried to put them in but was stopped by the time conflict. Student then dropped self off the wait list and, within minutes, registered like normal, as he was the only student on the wait list and there was an open seat. The system let him register. This was before the start of the open enrollment period and the wait list process was still running.
