Need to have 2 equipments planned in 1 shipment as per setup ?

Very Basic issue I am facing now: May be missing something...

I have a single leg and my order release has total of 58000 Lbs and 5000 Cuft volume with a singled packaged Item and around 20 Transport handling units.

My equipment group is Net weight 30000 lbs and 2600 Cuft volume attached to the order release.

In the itinerary I have set auto consolation - consol into 1 shipment and multiple equipments.

When I run the bulk plan- it creates 1 shipment with a single equipment - having 58000 lbs and 5000 cUFT.

Ideally it should create 1 shipment with 2 equipments....How to get this 2equipments planned for shipment?
