FRM -40735: ON-ERROR trigger raised unhandled exception ORA 06508

I'm migrating oracle forms 6i to 12c , while testing getting above error on all the menu's. I have placed all the fmx and plx inside the forms location for testing (C:\Oracle\Middleware\Oracle_Home\forms). Am i missing anything ? Can you please advise ?
